[Ported from SRB2PA] Increase the flat limits
I decided to port over the increased flat limits to vanilla as it would be useful for mappers that need more than 256 flats in vanilla SRB2. I even made a test wad file that is used for testing the flat limit which has a modified version of Neo Testlands at MAP01.
