Drowning jingle toggle

Radicalicious requested to merge sonic_edge/SRB2:drowning-jingle-cvar into next

Here's a change I'm sure a few people out there (including myself) will like, a console variable to turn off that anxiety-inducing drowning jingle. I might change it to a toggle for 'jingle only/sound effect only/both' later on, but this is alright on its own.
