Jingle Toggles for Every Single Jingle in the Game / Sound Settings Menu Reorganization

After everyone and their mother hated !1325 (closed), comes the unofficial sequel that's even less likely to get merged!

This features new Cvars for toggling the drowning, invincibility, super sneakers, super transformation, and act clear jingles. In the case of the invincibility and super sneakers, I've created completely original sound effects to fill in the void. With the act clear jingle, the level music simply fades out if you disable it.

This merge request also reorganizes the sound settings menu to be easier to read. The miscellaneous settings are united together into their own sub-menu, and the hardly used sequencer settings were given their own sub-menu as well. This also makes it so that the sound settings menus no longer require scrolling, so it's easier to see all the options at once.

As stated before, this merge request introduces new sound effects for the invincibility and super sneakers options, so the sound effects in this wad will need to be added to patch.pk3 if this gets merged.

You can use this exe to test this merge request if you don't feel like building it yourself.
