Cleaned up DebugPrintpacket and PT_ enum.

Moved PT_CANFAIL to an explicit index so there's more room to actually add packets before it without breaking things. :|
Removed NUMPACKETTYPE (no longer used, and would be completely nonsensical)
Added NEWPING to DebugPrintpacket.
