SDL3 port

WIP port from SDL2 to SDL3; we gonna have to do this sooner or later regardless as SDL2 will be phased out over time.

Known issues (more will be added as they are discovered):

• MIDI doesn't work.
• All keyboard input, including OS binds, are swallowed.
• Controllers doesn't work.
