`uncapped-next` (!276): Linedef 399 (Level Load) and Linedefs 400/401 (Set Tagged Sector's Floor/Ceiling Height/Texture) are not working

has a breaking change related to the Level Load (399) linedef and Set Tagged Sector's Floor/Ceiling Height/Texture (400 and 401), in which they simply do not execute on level load, compared to current master
and next
.
To my knowledge, this currently breaks a custom level, Wandering Falls by Diggle, which relies on this behaviour. The level randomizes between four seasons, and for the Autumn and Summer seasons there's some changes, such as the FoF sneaker panels, water levels and ramps not going up/enabling when they should compared to current master
and release builds.
Currently unknown if this affects any vanilla level (I've played many levels but not all) or any other custom levels.
