Expose cv_numlaps.value as global variable

This exposes the value of cv_numlaps.value as a global variable. For use within scripts. Good enough alternative until the ability to read cvars happens, If it ever does in the future.

This is OK as a temporary solution, but to anyone reading this: don't take this as an excuse to make more MRs that consist of adding 1 single cvar to the global list :v

Agreed, this is a one-time-only sorta deal.
