Don't force SPB in 1v1

Sal requested to merge no-spb-forcing-in-2p into next

Cherry pick that I wanted for 1.2, but didn't happen. Disables forced SPBs when 2nd gets too far away from 1st, but randomly rolled ones can still appear.
