Fix Shrink, SPB and Hyudoro cooldowns never resetting?

I am suspicious of this PR and feel like I'm missing something important, but I've been seeing a lot of player reports that SPB / Shrink are only showing up once per race, and...this definitely seems like it would be why? Slightly worried that this will actually unleash Night Of The Living Hyudoro à la 1.0.3 again.
