Freeslot increase

Increases freeslots available. Both myself and War-Dog, who ru dedicated servers, have run into issues with our servers not having enough freeslots for the addons we wish to load. I think an increase here is in order, it goes along with the file limit increases that were made in previous version.

The concern here is memory usage of loading too many things. I think with the addition of the LAA flag there is room to grow in the memory usage department. Alsol, I'd rather run into an Out of Memory error than an out of freeslots error :)
