[2.2.13] Unlockables can't be triggered without touching an in map emblem.

Recently while testing out the new multiplayer unlockable system with SRB2 the Past, we discovered that when you meet conditions for an unlockable that it's not awarded to you until you touch an emblem. This was crazy as it messed up progress in the mod as we would have to go find a map with an emblem we could touch once conditions were met.
