Uncleared savefiles have access to level select if Pandora's Box is unlocked

I know I put the "if Pandora's Box is unlocked" in the title, but I'm only assuming that's the issue at hand here since Pandora's Box behavior changed in this patch. If I didn't clear a save I shouldn't be allowed to teleport to the last boss
