Minor console backpic display issues
!850 (merged) fixed the console backpic being near-completely wrong in non-"green" game resolutions, but it seems that there can be minor (but unpleasing) rounding issues with regards to how the bottom of the picture lines up with the surrounding fills. This is likely most obvious with 3x and 5x GUI scales.
Additionally, there's no "above" fill, only "side" fills, causing a gap at the top when using a very tall console in non-green resolutions.
Interestingly, the OpenGL renderer handles tall consoles differently. Instead of having the picture at the bottom with a gap at the top, the OpenGL renderer keeps the picture at the top (making a gap at the bottom instead), and additionally also squishes the picture to be less tall the taller the console is. I'm also not sure how the OpenGL renderer manages to have an "above" "fill", but that might be clamped texture coordinates of the console picture or so.
