Fire Shield Ability doesn't do damage to enemies and bosses on non spin characters

I've been doing some speedrun training with the Fire Shield in Haunted Heights as it seems that non spin characters like Amy and Fang as then they got damage by trying to use it. I'm not sure if this is a issue but I tried the same thing on spinable characters like Sonic and it does. At first I thought it was the ghosts but then I tried on the GFZ Boss and in Crawlas as it doesn't do damage. Just wanted to point this out and wanted to know if it's a actual issue
