Parameters in the map command can't be used in netgames as server owner

I'm afraid -noresetplayers never worked outside of devmode. Since before 2.2 in fact.

Which uh, has apparently been an issue for half a year now? Surprised not a single person has tried to fix it yet.

I've thought about that issue before posting this one and thought it was specific enough to get it's own issue. I also considered making a branch about it a while back, I may actually try my hand at it after yelling into the void of #hardcoding

Closing this because it's the same underlying issue as #141.
