Bubble Shield overhaul

Gives the Bubble Shield some much needed TLC in its functionality.

Overhauls/Changes:

• When starting the bounce, it only cuts a third of your momentum now.
• You can now bubble bounce on enemies to get the super bounce we're all used to.
• Bounce height increased from 1.25 to 1.375, flows a lot better in lots of maps.
