Final lap text for circuit

Zolton Auburn requested to merge Zippy_Zolton/SRB2:circuit-finallap into next

Adds a separate bit of text for when a player hits the final lap in a circuit race. As a bonus, the branch also makes CTF text "look nicer" in the code.
