Scale minimum dashmode thok speed on actionspd, not normalspeed

If you want it to scale on normalspeed you can just set actionspd the same as normalspeed anyways.

this exists because someone was having issues with dashmode abducting their homing thok's speed
and i'd rather give people the option to actually set the speed themselves without dumb lua hacks
