WIP: No dashmode visuals

Zolton Auburn requested to merge Zippy_Zolton/SRB2:no-visual-dashmode into next

Disables the visual effects of dashmode, allowing for character creators to either want the nothing they have or even make their own little effect without the vanilla one clashing.
