Fix a dedicated crash in Special Stage intermissions (2.2.9 RC1)

Some intermission patches are barred from being loaded in dedicated, but not from being unloaded: dedicated instances then try to unload garbage. It's possible that it can be affecting intermissions as a whole, but in Special Stages the crash is surefire.
