Change behavior of water with Space Countdown special

This changes water with the Space Countdown sector effect to be a more useful level design gimmick. Air bubble patches now refuel air in all space areas, and the underwater "dings" don't play when you're in a Space Countdown water sector. Now it's possible to create fast-paced "get to the air bubble" platforming challenges underwater, which I'm sure some will find useful.
