Fix addon menu down arrow weirdness + allow looping from top to bottom and vise versa

fixes #829 (closed)

(files in gif are completely random files from my srb2 folder)

The down arrow now only appears if there's more items than we can display at once AND the last item we're drawing isn't the last item in the complete file list.
