Increased maxsend

Lamibe requested to merge Lamibe/SRB2:increase_maxsend into next

A previous version increased downloadspeed now it's time to increase maxsend considering that we are getting some big mods.

It just increase maxsend to 200MB.

Second MR because the branch was glitched on the first.
