Allow input view outside of record attack

!1609 (closed) and !1786 (closed) implemented this before, but both had merge conflicts, and the most preferable implementation seemed to be somewhere in between them. As such, this branch mostly works like the former, but uses the simpler cvar name and added HUD_INPUT item of the latter.
