[Next Regression] Respect Skin Cvar in Single Player (Closes #1117)

Turns out this wasn't related to the other issues mentioned in #1117 (closed) at all.

Anyways, when in devmode and using the map command to start a new game, your skin will once again properly be set to whatever the Skin Cvar is set to.
