Add per-player mute

Hanicef requested to merge Hanicef/SRB2:add-per-player-mute into next

noticed the comment that said // TODO: Per Player mute., and i think it's about time it got implemented. the commands muteplayer and unmuteplayer can be used by the server or a remote admin to mute or unmute a player, respectively.
