Use Joystick 1 and Joystick 2 by default if plugged in

This just changes use_joystick and use_joystick2's default values from zero to 1 and 2, respectively. Kart does the same thing. This would allow the user to start using a joystick without having to go into the settings.

Putting this up just to make sure there are no objections on principle.
