WIP: Allow availability patching in P_SKIN

This change allows players to play as unlockable characters just by modding the game, which was previously deliberately restricted so that the vanilla unlockables were only playable legitimately. However, the decision is deemed beneficial by the judges, who want custom maps to be able to modify the character select screen so that it only displays characters that can beat the level.
