Removes the restriction on the Allow Super cheat preventing Tails from turning super. We have seen the error of our ways and removed this barbaric cruelty to foxes! :( More seriously though, this was just experimenting and we forgot to remove it for 2.2.
I was actually tempted to commit this fix straight to master but I've been persuaded not to. :)
