Fix missing "RINGSNUMTICS" in dehacked.c's HUD items

This merge request fixes a majority (16/20) of the HUD items in dehacked.c being off by one.

(This is the same case as the MFE_ flags thing, except to a percentage-wise bigger, though gameplay-wise less important, extent.)

This merge request also fixes dehacked.c mentioning a "LAP" HUD item, which doesn't seem to exist anymore according to st_stuff.h.
