For those not in the know, when Tails is flying, pressing jump gives him lift for 20 tics. However, if jump is pressed again during this time, the lift is shortened to 2 tics, effectively cancelling the lift. This is why spacing out jump presses feels weird during flight, which leads players to prefer mashing jump despite the discomfort.
Not only is this mechanic incredibly impractical, it's also overshadowed by simply pressing spin to descend faster. This branch removes the cutoff mechanic in favor of giving that job to the spin button.
