GameQuit Hook

ChaoLoveIceMDBoy requested to merge chaoloveicemdboy/SRB2:gamequit-hook into next

Credit goes to @LJSonic for suggesting this Lua hook from my scrapped PlayerClear hook. This Lua hook runs, even if you are running a dedicated server, and is recommended for use outside of netgames; however, it does work with netgames.
