'sal-lighting' code ports from v2

This means:

  • Model blends use hue shifting (Jeck will need to provide new blend textures so that colors aren't made too dark)
  • Water surface shader
  • Lighting shaders support fadestart and fadeend
  • Wall fake contrast
  • HWR_Lighting was updated to not mess with lighting when using shaders, so my lighting shader appears properly
