'sal-lighting' code ports from v2
This means:
- Model blends use hue shifting (Jeck will need to provide new blend textures so that colors aren't made too dark)
- Water surface shader
- Lighting shaders support fadestart and fadeend
- Wall fake contrast
- HWR_Lighting was updated to not mess with lighting when using shaders, so my lighting shader appears properly
