Allow enemies to use patra skills

Spectrum (Jonathan Dove) requested to merge spectrumuk2/srb2p-spectrum:enemy-patra into next

Although in vanilla SRB2P, this only affects Alt (and this assumes that if a heal skill has no power, then it cures status, I don't know how accurate that assumption is for custom skills)
