Fix issues with using skillchange on implict skills

R.E.D. Metal Sonic requested to merge redmetalsonic/srb2p-public:initSkillChange_fix into obt-136

As said in the title, this fixes issues with skillchange on implict skills. HOPEFULLY the final fix for skillchange, I will lose my mind for the fiftieth if something else comes up.
