Drop Debian musl jobs

disable uPnP in Debian stable musl

add libminiupnpc-dev to the build

add NOEXECINFO=1 to make

Fixup ARM64 build

Limit builds to just "Windows x86" and "Debian stable:amd64", all other builds can be started manually

Add ARM64=1 for arm build

Now, try compiling with musl on Debian testing

Do not care for non-prototypes for clang-testing job 

Testing compiling with Debian's testing clang package

change name of artifact for clang build

Only need to setup debconf in before_script

fixup EOL on section commands

place sections around "apt-get install" and "make" commands

Fix install command for GCC in build jobs

Set common apt settings to /etc/apt/apt.conf.d/99build
