High speed turning/sliptiding improvement

As of turning/sliptiding at high speeds do not let players turn and sliptiding is not effective at all, i came up with this solution, suggesting this as a fix to the issue pointed in the other merge request that fixes only the speedbug.
The solution is: Give players more turning only when players are moving too fast , so it keeps normal behaviour at low speeds andgives more turning at high speed and make sliptiding more efficient at higher speeds.
