Large transparent FoF textures break down and produce artifacts when scaled down

Transparent textures on an FoF might see broken transparency and other artifacts when scaled down by a significant amount (in this case the scale value for both X and Y is 4). MAP01.wad

This is not a regression since the scaling patch to my knowledge.
