Allow gamepad axises to be set like normal buttons instead of having dedicated settings for them

As of right now, the only way to set gamepad axises to game commands is via this menu:

...which not only unnecessarily complicates controller set-up by having a completely separate screen for axises and buttons, but also prevents you from settings the axises to anything other than what's shown here. I literally cannot set any of my trigger shoulder buttons to Custom 1 or Center View because they aren't options here.

Personally, I think the axis menu should axed entirely, and the game should be retooled to allow you to set axises in this menu instead:
