CMake: Use internal libs.
Adds an option to use the libraries included with the source code. Most of the work was done by @MonsterIestyn. This is just fixes up some things and adds a 64-bit libgme.

Because !329 (merged) also includes a 64-bit libgme, to prevent any conflicts. I have removed it from this branch, so to prevent any issues. Make sure that MR is merged first, then this one.
Cmake's not picking up my SRB2 repo SDL binaries. This is weird because the code suggests that it should work. Can you merge the latest master and confirm that your binaries are being picked up?
