Slightly re-organize DLLs and document the required list for bundling

• Update exchndl.dll to 0.9.0 (the library that generates crash RPTs)
• Move DLLs to libs/ because SDL2 binaries are located there
• Write a DLL-README.txt to describe which DLLs are needed for install bundles.
