Use SDL Game Controllers API

Merged Eidolon requested to merge sdl-gamepads into next
  • Remap the existing joystick usage over the game controllers API
  • Restore default LT and RT as Use Item and Drift
  • Map SDL controller dpad as hat
  • Bump execversion to 10
  • Migrate the previous Xbox DInput default mappings to SDL Game Controllers
    • This migration is only performed if the binds are unchanged from the defaults in 1.5, and done on a per button/axis basis.

    This has to target next, as bumping the modversion makes not usable on the master server until it's adjusted on that side also.
